Bristlebane Cloak Effects

I don't know if this has already been addressed but I am really upset that the cloak effects drop after death. I like the random effects that the cloak offers (even the less then useful goblin illusion) but for the effects to drop after death and still having to wait for the for the refresh for the use of the cloak bites. Is this the way it is meant to be?
