just got my provisioner to lvl 29 where do i get my recipes from now the vender only goes to 29

Same place you've been buying your Essentials (Hopefully a <Crafting Trainer> of some sort), just have to hit 30 first.

That's correct; you can see each Tier's books as you enter that Tier, so ding 30 and all those 30's Essentials will magically appear!
