Don't know if this is new or if I just noticed it.

When you press a skill, it greys out then recycles. Just as it becomes available I notice that sometimes there is a "gleam" or a "twinkle" on the icon and sometimes not. Is there relevence to this? Is there some action we can take when this happens?

the gleam, if your talking about what I think you're talking about, is like the 1-second warning the art is going to become available.

It must be just me then because I was convinced that the "gleam" doesn't always appear.

The sparkle on toolbar icons was added around November of 2006, when EoF came out. It shows when any spell's recast timer is finished and you can cast that spell again.Othesus - Dirge - Lucan DLereVaspar - Fury - Lucan DLere

This may be why your not seeing the gleam.
