Switching Crafting Specialties

Hello all, i have a lvl 21 Weaponsmith and a I was wondering how i would go about switching.  I'm in Qeynos and someone told me to go to the Tradeskill Delegate in North Qeynos, but I couldn't not find him/her.  Any help would be awesome.

I'm not sure if the guide had it, but you have to go INSIDE the instance, which in North Qeynos is not always the easiest thing to find.  In NQ, it's BEHIND the Ironforge Estate manor, right next to the wall.
