Uhms.. these are the "sacred garment" quest reward robes from the New Tunarian quests.. . something (while riding a horse) does not look right... Just curious but have you tried turning Cloth Simulation on in your Options? I dunno if it would fix it or not but worth a shot. Definitely looks better than the straight, stiff legged robes without it on.
