Where does this item drop?

Think cherista or her guardian on the second floor of mistmoore castle...she's a 75x2 that you have to spawn through a kind of ring event. look on eq2.wikia under flowing cape of the dark lord, it's a signature quest.

With that low of a proc rating wouldn't you think an item with a more frequent damage proc be better suited to help you gain/maintain hate? Not that it's a bad ring but I don't see what makes it so desirable if it procs less than once a minute.

With buffs this ring will proc harder and more often. In combination with a hate proc on as many other items as possible it all adds up to maximum hate.
