Help with Fae becoming a Qeynos citizen

I have a Fae character that I want to become a Qeynos Citizen, how would I do that?

Travel to Qeynos and you will find somebody willing to help you outside the Mage Tower in South Qeynos...That's pretty much all the info you need, yes I <i><b>could  </b></i>post the guys name, but..<a> I'm too lazy to look it up<b> He's so easy to find I reckon I should leave the rest to your own initiative
