Can't start in Kelethin?

Hi,I'm a returning player and thought I'd check out the new newbie areas.  So, I played in Neriak for awhile with a ratonga.  However, I can't start a character in Kelethin.  Was trying to make a High Elf Illustionist but on the screen for starting city choice, I can only choose Qeynos...although Kelethin is an option there..won't let me click it.  The new races are grayed out because I don't have the expansion so I can't play those races.  Figured I could still check out Kelethin because I can pick Neriak with an evil race and play.   Any tips?

Neriak was added as a free zone, you can go there, but not create a eveil fae unles you own the expansion
