Do tempers proc off of both weapons?

I've been trying to figure this out for a few days now. Looking over an adornment temper, it says it can be applied to both primary and secondary weapons, but only the primary can trigger the affect?So can only one the primary weapon proc it, or can both primary and secondary both it, if both weapons have the adornment?Can anyone confirm how these work? I'd really appreciate it..

It means that the secondary weapon will use the delay of the primary weapon to determine how often to proc, but it still procs separately. For example, if you put a heat proc on one weapon, and a cold proc on the other, you will see both heat and cold damage procs in your combat spam.
