Cloak Appearance Bug

I went to disable my cloak heraldry today and after reactivating it the option to change became locked.  How do i get it unlocked?Similarly on a alt, after disabling the heraldry look the option locked....

I get this bug a lot too. It's annoying, because to fix it, I have to completely exit out of my client and restart it.
