How does Warden's Winds of Frost work?

I know the spell is aoe, but it only hit two target max and is not hit often. Why is that?

Hmm... Whirl of Frost has max targets 8...I think u might be using it wrong, it is a close-combat AoE (10 meter radius arround your toon)u cant use it like winds of winter on a group of mobs thats far away, u need to stand in the middle of them

Its PBAOE (point blank area of effect).
