Why so many ornate items?

In particular why was the CoF essentially gimped by making it ornate?

"So many" then only concerned about the Cloak of Flames? /boggleAnyways, the Cloak of Flames, like ALL Heritage Quest rewards, is ornate because it is a Heritage Quest item. Any item that can be mounted to become a house item, IE all HQ rewards, are ornate and cannot accept adornments. This was done because adornments are not saved when an item is mounted so if an HQ item was adorned, then mounted at a later date, then unmounted for use again, the adornment would be lost.
