Help me!!!

It's not letting me add any toolbars! I can't even switch toolbars. It's too crowded, what do I do? I try and right click but it doesn't work. All I get it "Hotbar Settings" "Window Settings" and "Unlock Window" I tried Hotbar/Window settings but the option isn't there.
