I want to unbind next pov from F9 so I can use it in my hotbars but for some reason you can no longer unbind F9 thro the controls options. I quit for a month and my controls get screwed, I come back and am like oh I can just hit default and then rebind what I want but no SOE had to take some options out sometime in the past 2 years, I used to use F1-F12 as my secondary hotbar but as of now I can't because I can't unbind F9, and TBH if I can't use the controls I'm used to then I'd rather just not play.

What is probably happening is that you are editing the Controls but leaving the Keyboard Layout untouched so that every time you load the game or open options it resets the Controls to the defaults per the Keyboard Layout selection. Try the following and see if it helps: Link

BTW: I use F1-F12 for my hotbar slots so I know that it's still possible.

If you edit the default files in the Keyboards directory the patcher will redownload the defaults each time it's run. This means that on patch day you will need to run the patcher and redo your keymaps. However, if you follow the walkthrough then you won't need to do that and it will bind F9 to whatever key you want. You just need to make sure to create a custom keympa ini file so that the patcher won't touch it then bind F9 to whatever key you want via that custom ini file.
