i was grouped with a lvl 55 wizzy and it looked like she was covered with ice. What is that spell?

That was Tishan's Freezing Form. It's a level 40 fun spell with no real use. You get it from any wizard trainer.

Level 35 - Al'Cenari's Scaled Companion - Summons a flying snake familiar. Level 40 - Tishan's Freezing Form - Encases the Wizard in ice. Level 45 - Rune's Tome of Knowledge - Summons a flying book familiar. Level 50 - Solist's Dark Flame - Encases the Wizard in swirling energy.
