Betraying is extra difficult while the Down Below is....down.

As a low level character, not being able to do the 5k faction quests due to a single zone being unavailable for the past week or so has been trying.  I'm curious to know about others experiences doing the lesser faction tasks.  Is running back and forth from commonlands to antonica for 3k faction a pop the best way to go?  Is there possibly some other way to get into North Qeynos at low levels without the Down Below?   It would be nice to have an alternative path through a zone that is down.

If you have EoF, I suggest betraying to Neriak first, then changing citizenship to Freeport. It'll take you half the time and save you the headache.

Is there a complete list and a writeup of all the betrayal quests (from beginning to end) for Qeynos to Freeport/Neriak somehwere? I have a young Wood Elf that has an itch to betray. And why is Down Below down? Any reason mentioned? Or an eta of when it will be back up again?
