Catalogue quests for Freeportians?

For good aligned folks sage Piritta Silvarri in Kelethin sells several extra catalog quests like fire&ice creatures. Am I right, that these are not available elsewhere for evil aligned? I have checked today in Neriak, but did not find anybody willing to sell me the starter.

<p>Hello there,</p><p>I know there are at least (3) Freeportian-type creature catalogue quests.  One is for the sewers, one is for Commonlands and I think one is for like graveyard/scale yard type areas.</p><p>I know they exist, but sadly it's been so long that I forget where they came from.  Perhaps check Academy of Arcane Arts or whatever it's called?</p><p>Stay safe,</p>

Yeah I'd love to do those quests as well, but as I understand it it's not currently possible for those from Freeport or Neriak to purchase those quest starters.
