Varsoon chest piece

<p>A long time ago I remember a recommendation for a piece of armor dropping in Varsoons.  Its a chest piece that presumably grants a sort of life leeching affect that is situationally useful up into the 50s and 60s.  I heard its rather hard to find.  I'm now at the level and in a situation where Varsoons is looking good for all my HQs.  If anyone here has had the armor could they tell me the name of it or the mob that drops it?</p><p>Thank you</p>

I still use it. 30 seconds for a 10 times a min. proc that deals 280 damg. and heals for 220.

When the mob is debuffed it does a lot more damage than that I believe.  I've seen upwards of up to 450 damage so yeah, its a nice 30 sec temp buff when you need that extra burn and its a quick clicky you can add to your hotbar.  I use it every time its up.
