I can't seem to find anything on this but my starter city was Neriak for my dark elf and I have yet to receive the Call To ability that is given when you are a citizen of the city. I figure Neriak has to have this option since even Haven does from what I found and I believe betrayers get the Call to Neriak. So am I not a citizen or something? I'm level 20 at this point. Thanks for any info as I couldn't find anything via wikia.
