Born Arasai, how do i register to freeport for my home town?

<p>Ive seem to be having a problem registering to become a freeport citizen ive gone to the docks in east freeport with the people standing in line i fail to recieve any quest she says to wait in line or something and also says something refering to colors of cards i dont know what any of this is about and im not able to say anything back i heard there was some bulletin board behind her i fail to find that as well if anyone can please help  thanks in advance</p>

You have to be at least level 10 to get the quest.
