Quick Question - Queynos to Kelethin

Hi - My friend and I started same time, but he picked Queynos as his city and I picked Kelethin. Now he wants to base in Kelethin, does he still have to betray since its good to good ? Thanks for your help.

yep, in kelethin...or just outside it there is a place you can buy horses and inside the building by the horse selling guy there is a person who starts the small transfer of citizenship quest.  no need to do that whole faction thing if it is unnecessary.  Would just be a pain in your friends hiney.
