Are these spells accessible only if you have a certain expansion or can anyone get them?

You'll have to define "rage spell" for me.

Rage... I think you mean Mastery. Anyone can get masteries, you just have to complete the Lore and Legend Quest for the mob you want to use the spell to hit.

I bet that is what he's talking about. At first I thought he was talking about a berserker buff or something lol.

Assuming that you are, as others have surmised, talking about the Masters Rage ability you gain it from completing Legend and Lore quests for different monster races. You'll find books hidden throughout the game dealing with various races of enemies you'll fight, if you read to the last page of these books you'll be offered a quest to gain mastery over them. These quests involve finding several items (usually body parts) from killing the appropriate enemy. Three of the items you need can only be obtained by actually killing the enemy yourself since they trigger like quest updates. The remainder (five items I believe) are actually dropped items that you can buy from other players if you choose to. It's almost universally cheaper to go get these items yourself past the very common enemy races (orc, skeleton, goblin, zombie) and if you find parts you don't need you should check the broker, some sell for substantial amounts of gold.

Once you complete this quest you'll be rewarded with a special weapon to display in your house as well as having that race added to what your Mastery ability affects. The exact type of your Mastery ability is based on your class. Fighters get the Rage line where for three minutes you gain a 25% chance to proc additional damage on the races you have mastery over, the downside being the Rage ability has a very long cooldown. Scouts get a physical strike that does a flat, but very large, amount of damage and has a much shorter cooldown. Mages and Priests get a direct damage spell that does large amounts of damage to a single target and also has a very short cooldown.
