Which is stronger, a level 11 or a level 10 with an up arrow.

There aren't any hard and fast numbers but in general a mob with a single up arrow is going to be 'tougher' than a mob one level higher without any arrows in regards to hit points and such. You'll still have an easier time hitting the mob with the up arrow since it's a lower level, but it will likely take more of a beating.

If you haven't read this on another post, here it is, for convinience sake. A good rule of thumb is: challenge is based on zone and intended difficulty more than color/arrows. Same zone, same mob types, and arrows have alot more effect on the difficulty of an encounter than the color of the mob.

Colors

Grey = Very Easy

Green = Easy

Blue = small challenge

white = moderate challenge

yellow = challenge

Orange = high challenge

Red = practically impossible challenge.

Arrows

Triple down = Very easy

double down = Easy

Single down = average

No arrows = moderate challenge

One Arrow = High Challenge

2 Arrows = Very High Challenge (group highly recomended unless Blue or lower)

3 Arrows = Almost impossible challenge (Group needed unless green or lower)

3 Arrow x2 and higher = Impossible to solo unless grey several levels lower)
