Potency increase proc rate

Ok says in update notes that the Potency proc rate was going to incease from 5% to 7%.  I just logged on and says 6%.  Am I missing something?

<p>the notes have the two following apparently inconsistent statements:</p><ul><li>Potency: Increased trigger chance bonus from 5% to 7%. </li><li>Slightly lowered the proc amount on Swashbuckler Potency.</li></ul><p>There must be some way to distinguish these two points, but it's not apparent to me from the text.   Maybe "Swashbuckler Potency" is some ability somewhere else on the tree and distinguishable from "potency."   Don't know.</p>

ZOMG we got an increase and NERF of the same ability in the same GU!  That's a first.
