how does swashbuckler damage compair with brigand damage in the lower levels

It depends on the situation and what you mean by lower levels. At 47, my Brigand, on average, parses significantly higher than Swashies against single targets (275-375 range generally), but against multiple targets, those same Swashies can beat me by a pretty good margin. I'd say the difference is generally between 50-100 DPS in each situation.
