I have been making my way slowly through the Crested Mistmoore Shield HQ. Can't remember the exact name of it. However, if you never did the Ghoulbane quest, the Crested Mistmoore HQ has an alternative....talk to some guy in Nek Forest and complete his quest to advance it. So, I did. His quest say to "acquire ONE enchanted azurite capillary(?)". So, I found the recipe for it (apparently made by transmuters), gathered the supplies, but this thing requires an illusionary powder to make. Very flippin expensive on the broker and not even something I can go out and harvest for myself. Desperately wanting to complete this HQ, I coughed up the cash for it, gave the supplies to a guildie who transmutes and he returned ONE enchanted azurite capillary to me. YAY! So, my little journal updates and now says I have 1/12??????? [Removed for Content]??????There is no way I can afford 11 more of those stupid things....and it's not a "rare" item I can try to harvest myself. No idea where "illusionary powder" comes from, but I know it's a tradeskilling by product. Tradeskilling is boring as hell to me and I don't think I should be forced to level up to a lvl 70 tradeskiller so I can make my own illusionary powder.

Is this a bug? Why does the quest journal specifically say "acquire ONE" enchanted azurite capillary and then require 12? I know HQ's are suppose to be more difficult, but this isn't even challenging...this is just a huge money sink. Hell, I'd have to go out and buy plat from GM Worker just to ever be able to afford the components for these stupid things. I /bug'ed it, but never got a response. Anyone know if this is a bug or intentional?

The quest was changed a few patches ago to only require one. However, the change didn't work quite right for people who already have the quest in their journal. It says one in the text but the counter still requires 12. Unfortunately the only solution the devs ever gave was to delete the quest and reacquire it. Doing that will cost you the transmuted item, but you will only need one to advance that step this time. Personally I'd petition about the problem first. With any luck they will reimburse you for the wasted capillary.

Illusionary Powders are created by transmuters, they require treasured or legendary 60 - 70 items to tranmute to get one :

treasured = 75% of fragment, 25% of powder

legendary = 75% of powder, 25% of infusion

It is purely down to the RNG being nice.

I would recommend you find a friendly transmuter within your guild (needs to be level 70 anyone with skill above 225 transmuting can do this for you)

and keep getting them to transmuted treasured broker bait until you get the powder you need.

It is more like

Treasured = 85% Fragment, 15% Powder

Mastercrafted = 80% Fragment, 20% Powder

Legenday = 80% Powder, 20% Infusion

Fabled = 85% Infusion, 15% Mana

At least that is the results I have seen with my transmuting and based on what others have said on the boards, other sites, and in game.

In order to transmute level 61-65 items you need a transmuting skill of 300. Level 66-70 require a transmuting skill of 325 or better.

you cant get the powder by yourself, but you can get treasured items or T7 rares that can be transmuted for a chance at the powder.

check the broker for low cost treasured stuff in the level range - or hunt for them yourself. Your transmuter friend can do the rest.
