Difference in Second line of aa

Why are the Sta and Wis's second line recast at 1 minute?  thought all of them were going to the same recast timer?  especially since all of them grey out.  Haven't checked yet, buit does this mean if I use hammer ground (1 minute recast) will I have to wait one minute for Smite?
