Can someone please explain to me how this effect on items work; 1) On the lvl 52 Courtly Cambric Adventurer's Cloak it says it "Increases damage and healing spells up to 15". Does this mean I only get a measly extra 15 damage per spell - so if I nuke for 450 without the cloak, then with it I will instead get 451-465 instead ? That seems a poor return for an expensive rare or is the '15' referring to something else like Disruption.

it refers to that at most it will increase the damage done by the spell or heal of a heal by 15. For dots and other such spells, it adds 15 to the total damage/heal amount and mitigates to a per tick value.

<p>Its exactly as you described. It also stacks with itself. At 70, between adornments and easily acquired EoF instance drops and quested items you can be stacking around 250 in +damage or +healing, and thats not including raid drops. Thats pretty significant, not in raw numbers, but when compared to how difficult it is to eek out small upgrades. The game was designed to have a small gap between the haves and have nots. Masters that sell for 50p are often smaller upgrades than that. Adding 50 more int doesn't amount to much in the 700's, but its still sought after. There's really very few ways to increase raw damage, and items with +damage effects is EoF's. Then there's dps, which can take into account things like the Unrest cloak which reduces recast timers, but thats a whole other topic.</p><p>There's also a normalization that will alter how the +damage effects work on spells with different cast timers, but thats been discussed at length and can be found via search.</p>

While +15 to damage and heals doesn't seem like much by itself, when you add other items that add between +10 to +20, it can make a pretty significant difference for you. My conj, for example, has about 5 items that all add between 10-20 extra damage to various spells, and she's a major damage doer. Likewise, my level 65 fury has a number of items that add to damage and heals, and I *definitely* have noticed a difference.

Wow - thats a pretty comprehensive set of answers - thanks guys ! I suppose its like that parable about the King and the chessboard, a few grains of rice don't seem like much but they add up and bankrupt the King eventually!

the cloak is really not that good so 15 is sufficient for it. The Sol Ro cloak one on the other hand adds 65 damage, and is much harder to attain

It's more effort, but relative to running around harvesting for 4hrs looking for a rare, the actual time investment is about the same.
