Summary of PVP changes going to live?

I've heard unofficial rumors left and right about which nerfs are going in and which are not.  For example, I've heard people say that HT is not being nerfed, nor is Decap, etc.  What has been pulled from the LU and what is still there?  Any updated notes that describe where we are at now?  Offical words?
