Energy Vortex - No icon?

I am very confused by how this spell is activated.  When I press the hotkey once, it becomes slightly grayed, not completely. a second time and it grays out and begins its reuse timer.  There is no icon associated with it in the spell effects window yet I trust it is active since the reuse timer has begun. Why does this hotkey behave differently then all others requiring two clicks to activiate and with no associated icon in the spell effects window. People say the spell can be cancelled by clicking the hotkey again - I can only trust this in fact does happen as I never have an icon in the spell effects window in the first place.  Am I bugged or is this normal?  If normal is this a game  bug? It sounds to me like this is a toggle ability meaning that the first time you click it, it becomes active (recast timer does NOT start while the ability is active on toggle abilities); the second time you click it, you're canceling the ability thereby starting the reuse timer and blacking out the icon (indicating that you can't use the ability yet). As for why you're seeing no icon for it.. I don't have any idea for that one other than sometimes the devs just do silly things like that sometimes

Yes, I figured it out.  It is a toggle ability.  Strange, Iv'e played many toons since launch and never had a similar ability.   In addition while I had spell effects window up I did not have maintained spells window up.  The icon pops onto the maintained spell window only - another unique thing about this ability compared to say - animal form. Yes, it's a toggle ability. The recast timer starts after the time expires, or you toggle it off. Why you can't see an icon, I have no clue. I can see it when I switch it on. It should just be in your maintained spells window. Do you use a custom UI?
