Yes, you can get writs in Neriak.

Well that sucks, since as a citizen of Freeport, I have NEVER been able to get writs from Neriak. Every single writ giver in Neriak tells me to bugger off. As a level 70 evil toon, who gives the Neriak writs? Are they hiding? Do you need some secret handshake to get them to give writs to you?

Xsara, I just started writs last weekend in Neriak for my Arasai. I got them started in the Library, but I'm not sure if you would based on your level. Let me see if I can hail the answer.

someone from freeport cant get wirts from neriak. but people from neriak can get wirts from freeport. also kelethen and qeynost can get wirts from eachother i think. something dosent seem balanced here.

Correct you are! Balance is coming though. Even as I type this the writ givers in Neriak are receiving instructions from their Queen to allow Freeport citizens to partake in the writ quests. While there is never a promise of parity between good and evil, this was an easy arrangement to settle on. [Which means the next time the servers are updated, this should happen. If not, at least by GU36]

you never should've been able to get "good" writs with your evil toon in the first place

glad they are fixing it

Both sides had 2 sources of writs, instead of Qeynos having 2 and Freeport only 1. But with Neriak around now, correcting these two will make it even again with each side having 2 sources of writs.

Except there still is not balance... Kelethin writs are simple, easy, and can be solo'd with ease. Neriak, you can only get one writ at a time and they are not simple like the Kelethin writs. Next time, if you're going to take away access to something for one faction, make sure that faction will have access to equal content. FP and Neriak citizens really got shafted on this. Hell, even EXILES can do the Kelethin writs!

Hmm, with my DE Necro I changed my citizenship to Neriak and could only get writs from the Fighters guild, erm... over near the docks. When I completed them I only got Neriak faction and not faction for the Fighters Guild... (I really should know this, it's the same name that was in EQ1. ) Anyhoo, that was all pre GU36. I haven't played much since then and was curious if it was still the same. Oh, even after changing citizenship and setting up in Neriak, only the Fighter's Guild was offering writs. I didn't take any and the FG dude had the quill but no one anywhere else did. I spent quite a while searching too.

As Grimwell clearly said there is "never a promise of parity between good and evil". And it is good that way. And before you jump up, I have characters in all cities. Femke.
