It's part of a questline in LP that gives faction with the Freethinkers... you have to hand in the items anyway. Also, you're NOT supposed to be able to use it, that's why it's lv150, duh <img src="/smilies/69934afc394145350659cd7add244ca9.gif" border="0" alt="SMILEY" />

It's a quest item not rare at all, never meant to be used by a player.

<p>That is part of a quest - Only thing you can do with it is turn it into the appropriate NPC. If I remember right this drops in Loping Plains and is started by a guy in a back room-- Havras or something like that - at work and don't have all my notes/resources..</p><p>edit: wow see just the OPs message and by the time I get this typed out at work there are 4+- replies hehe I must be REALLY Slow..</p>
