How do I become a citizen of Nerial?

<p>I started the game in Hate's Envy, the starter zone for the new addition in LU35.     I've explored Neriak, once at level 9 and now at level 19.   I've done the teleporter quest, and can teleport.  But I can't find out how to start citizenship.   The obvious clerk person won't answer my hail.  </p><p>The only information on here seems to be how to betray and wind up there, but I don't want to do that, I've never been a citizen that I know of.   On other alts, I've become a citizen of Qeynos several times,  and also of GF, but can't seem to stumble onto the starter here.</p><p>Help please.  </p>

Citizen ship quests are no longer in the game. Additionally, you get your call of x spell at level 1 now.

This is a common question.  The answer is that <b><i>you are already a citizen of Neriak</i> </b>if you started in Hate's Envy.  Look in your spellbook under "Abilities", and you will find both Call to Neriak, and Set Recall Point are already there. Congratulations, and go see the housing guy in the New Foreign Quarter to get your first apartment.
