If you are talking about the star chart that is a globe/stand that sits on the floor, it is a collection quest. You need the glasses (collection quest in its own right), to see the blue shinies you need to collect (good luck that is not a fun collection quest). After you have the glasses you can see blue shinies - the ones you need for the star chart are located in Klak'Anon - again good luck they are scattered in locations around the zone. You can buy these star charts off the broker.  Much easier and in the long run cheaper. Check on this board under the quests section for a post on the locations of the blue shinies and the ones you need for the various collection quests.
