Qeynos to Neriak?

I've seen the thread about Neriak to Freeport and from Freeport to Neriak.  Is there a way for a betrayal to be done straight to Neriak, or is it like it was with EoF when it first came out and go to Qeynos and then to Freeport?

My conjurer was able to jump right into nerriak betrayel without going through freeport. Granted, i've been in exile since exile existed. Ther eare two people (a ark elf and an arassi) standing near the bridge to nerriak, try talking to them.
