New Wizard with questions about portals

I gotten my wizard up to lvl 30 now having a great time only have my solo portal atm but curious about group portals. I see a little info here and there but not one that really gives the info a new wizard needs. Do we get group portals to different zones? Whats the minium level to do that? And where the heck do we need to go to get it started?BTW I never did the wizard quest should i go back and do it or just forget about it? Thanks for your time with helping me on these questions

Go to the Spires in Antonica, Commonlands and Greater Faydark and harvest the scroll on the ground at each of them. Then go to the Teleport Trainer in your city, and you will gain self and group ports to these locations. You will need a component to cast the port spell, which costs about 30s each
