Arasai Endurance Racial trait question...

I'm wondering if the endurance trait gives you +2 to start and +1 every 10 levels.  Do you have to get it at 10 in order to have +3 or can you get it at 20 and start with that amount?  I chose glide to start and im wondering if I should have chosen endurance.
