Can't Create a guild in Neriak

So i get my 6 ppl together in the same zone, and I have the 60s, everyone is an Arasai and the guild registrar doesnt do anything. Am i missing something or is it bugged? Edit: Sorry I am on Butcherblock Server

yes all 6 of us was in a group in front of guild registrar

What happened when you talked to him?

He just spits out random comments nothing to do with guild creation

had the other group members try hailing him as well cause i thought it may have been my custom UI but he didnt give them an option either

run over to freeport and then /bug it I guess.

Aleady sent in a /bug but didnt think about going to Freeport to do it /brainfart thanks
