Starting cities

How come Ogres Trolls and Dark elves...yes Dark Elves can not start in the new zone? It is the Dark Elf city but they can not start there? That makes no sense what so ever.<img src="/smilies/385970365b8ed7503b4294502a458efa.gif" border="0" alt="SMILEY" />
