Please Fix Broken PVP Item Procs (list mroe if you know them)

ive noticed that on my warlock bracers the root proc effect isnt working, in fact whenever its meant to proc it says"no targets in range" which is rather silly seeing as its said that when targets have been right next to me. Also i was talking to an assasin friend of mine who said the shoulder proc wasnt working. So far heres the broken items: Diabolic Cuffs (Binding Howl) Nightshade Mantle (Bleed) please list others that arent working, SOE needs to fix em

I haven't been able to wear my warlock pvp gear in a while(exile now) but when i was wearing it the root was a pbaoe proc, kind of a last chance lucky save all if you are in close quarters combat.  Is it not working at all, or do you get that message even when your enemy is close in?

pvp ring from the mage vendor Blistering Signet is not procing the "Blazing Inferno" for me.  I have tested this over and over again using ACT to see if any damage proced from it.

No exile pvp gear to begin with, so the nonexistant gear is behaving exactly as expected.
