Symbol Adornments

When I've got my Orb of Truth in my off hand, I can use Serene Symbol, which requires a symbol in that hand. I cannot, however, put a symbol adornment on the Orb of Truth. It's not Ornate. What gives?

the lvl on the item being adorned has to be greater than or equal to the lvl of the adornment and the item has to be fully repaired in order to be adorned.

The Orb is No-Value.  That's stopping it from being adorned.  /bug that in-game, there's no need for that to be no-value.
