<p>This is still a decent cap for a dps scout even with the proc broken but... it is broken.  Counterbalance procs ok but it is resisted EVERY single time.  It appears to be resisted against heroics and epics alike.  I do not use it that much against heroics so my reference there is a bit limited but I use this helm exclusively in raids and it was resisted 100% of the time that it proced for both our assassin and myself over the last 3 weeks.  </p><p> I will test it out a little on some heroics when I have time to do so.  If it isn't meant to work on epics then I don't understand why an epic drops it and do not know why it doesn't say 'will not effect epics'.  It isn't like it is even very poweful it only reduces threat by 300ish.  Given that and the fact that it may proc around 40 times per raid it isn't going to make a huge difference even if it worked.</p>

Where do you get the resist message from? Cus if your using ACT all taunts are marked as resisted no matter what.

It's not a taunt, it's a <i>de-taunt</i>.  I have the same helm, and I don't even ever notice it proc'ing period, let alone working.

most likely you're just not seeing the procs that <i>do</i> land, they may not have a message for them some other stuff works like that too

Yes, Taunts can't be parsed as well, since you only get a message when the taunt gets resisted. Successful taunts don't get into the logfile. Since the de-taunt is a negative taunt it is possible it works exactly like taunts. Meaning only the resisted procs are parsed. /shrug
