That's the error message I get when transfering one of my characters.

Transfer request failed. System Error.

I've already transferred 3 other characters successfully. I've ensured that there are no items in my house that belong to someone else. No mail in the mailbox. No items on the broker. I have to change my name, but that field accepts my new name with no problem. Once I get to the final confirmation page, I hit continue and get that error.

Transfer request failed. System Error.

Anyone have any additional suggestions?

I cant even get past the error 500 and the apache diagnostic screen to the transfer system. It might have crashed and burned from all the usage.

Nevermind, I figured it out. The new name was getting past the check against there already being someone with that name, but would fail due to the new name being blocked by policy filter. Used a different name that passed both checks and voila! All transferred.
