There was an new evil coming to town and looking for a way to introduce the world to their nature. The first step was amazingly easy, they needed to get Norrathians to bring a bunch of evil beasts into their cities. In fact it was so easy that the agents sent to do this job found they could make a small fortune actually charging the residents that would gladly take these evil beasts that had been trained for this task. The next step in the plan was based on a plague that once ravaged the cities. With some minor adaption this contagion could be reintroduced to the world. The necros of the new evil found that their new plague could be made such that carriers would have no noticable symptoms. The only creatures that would notice the plague carriers were the newly trained beasts. In tests, the mere scent of an infected citizen within 10meters would break the beasts tenuous link to docility and it would turn first on its rider and then continue in a frenzy attacking anything that approached just as it would in its original wild state. Having perfected the contagion, the last step was to introduce this contagion to the cities. This would prove remarkably easy. Many in the cities were looking for ways to rid their banks and merchant areas of drooling beasts, and really didn't seem to care too much how bloody the solution would be.
