Gnomish Spring Boots - a little help please

I know I'm always a day late and a dollar short, but that's just because I started the game about half a year ago and lots of stuff is still a mystery to me...like the Gnomish Spring Boots. I've seen them in use and heard talk about them but I can't figure out how or where to trigger the quest, what level it or the boots are, or any other useful info. I did try searching some sites, but I keep getting virus/spyware alerts when I visit them. Can someone please just give me some general info to help me get started with this?

<p>The gnomish spring boots are the reward from a collection - the Large Pieces of Airship Plating collection to be exact.  All the bits required are found in the Bonemire (or on the broker of course) and you have to be level 62 to wear the boots.</p>

They are good for nothing now. When you activate them, you are stunned and cannot move other then jump up and down uncontrolably in the same spot. Also the hieght in which you jump is no different than a normal jump. They must be nerfed or something.
