Time Compression change with LU 34

I tried to cast time compression on my pet while soloing and got the message "No Eligible Target".  I am certain that yesterday I was able to so this is either a unintended change or a stealth nerf.  Knowing SOE, its the latter.

An update...seemed to be a bug casting Time Compression from a macro on my pet.  Used the spell directly and didnt have the issue.
