<p>i'm a wizzy, i put this adornment on my  [Grizzfazzle's Walking Stick] ,but i never see any procs on this.</p><p>Is this a bug ? or this only proc with melee attack ?</p><p>the descrption of [Scintillating Phantom Handle]  :</p><p>On a successfull attack this spell has a chance to cast phantom feedback on target. This effect will trigger an average of 2.0 times per minute. If a melee attack is used,only the primary weapon can trigger this effect.</p><p>decrease power of target by 220</p><p>increase power of caster by 140</p><p>few month ago ,when the adornment system was up, i remember the description is only "On a successfull attack ........  per minute.". after #31 or #32 (i forgot it), SOE add the descriptions "If a melee attack ......." in this item. </p><p>Because of this new description , i think this effect can proc with a damage spell. but after days i tested, there is never proc. </p>

I think it just procs off of melee.

On successful attack means you hit the mob with that weapon. What you are looking for is something like "on successful hostile spell" or "on successful spell attack". Look for "scintillating focus of the magi".

It's for melee.....go get another adornment that says, on a "successful hostile spell".  It's not broken, your just not melee'n.  Look for ones that are called "of the Magi" for the name of the adornment.

The proc you are looking for is made by a Sage and is 1.0 times per min for 85 power for Tier 7.

Basically that thread there just showed you that the devs screwed up on the wording of how procs should work, but it has been fixed after. And btw, IMO the +1% crit chance is more useful to me than the power proc.
