becoming a predator freeport

Having recently purchased the game i lvled my character straight to 14 without completing the becoming a predator quest. I just finished the citizenship quest. I go to north freeport and try to talk to emissary midia and she says come back at a higher level. does  this mean i can't do the quest?

Class quests have been removed long ago, you choose your final class now when you start playing, no more need to do your "Becoming a predator" quest.

Most likely what the NPC was telling you to come back later for was your Armor Quest.  Each class has one (or several) and they start at level 20.
