Recruiting guilds: 25 listed instead of 40?

<p>I know the GU33 update notes said that the recruitment tool will display a max of 40 recruiting guilds to players now.  Is that <i>all</i> players, or just unguilded ones?</p><p>I always have my "recruiting" flag on.  My "Guilds Looking for Members" window in-game only shows me 25 guilds, and mine isn't listed among them.  Am I the only one with this problem, or am I the only one so far who's counted the recruiting guilds?  <img src="/smilies/8a80c6485cd926be453217d59a84a888.gif" border="0" alt="SMILEY" /></p><p>(A search didn't turn up any posts along these lines, so apologies if this has already been discussed.)</p>

<p>It's been a few days, and this has gotten buried.  As the leader of a small guild in search of new members, this is one of my most pressing questions.</p><p>Is there anyone at all who can confirm that this behavior is intended, or that it's indeed a bug?</p>
