Dunno about the stacking thing, but you kinda awnsered your own question there. I don't think they would put it as SPELL if it procced off melee as well.. They just as well put Hostile Attack..

No it does not proc off CAs, no it does not stack with other wizzys.

I am pretty sure it procs off of taunts still as well as some debuffs as an assassin in my normal raid group use to get a few procs as well the only thing I could think of was some type of debuff or maybee a deaggro.
